Hi Barry,
          The speed of energy delivery to the secondary is a function 
of Fr and k, not the surge impedance of the primary as such. The 
higher Xp is the lower the primary losses but as Xp climbs, Vp has to 
as well. As usual, there is a nasty tradeoff occurring.
