I don't know about the rating.  I do believe that .062 poly is only good up to
maybe 9kv (AC RMS) in Tesla tank circuit operation, .090 up to about 12kv and
for 15kv you need about .125.  Many thin layers built up to .090 should be
good to 15kv. 

I used the same aluminum roof flashing as used for the plates and cut two
strips about 1.5" wide.
