I calculate your secondary to be 7.0 mh (if winding length is 18.5").  Self
resonant frequency should be 679 khz with no toroid and about 399 khz with
your 4" x 14" toroid.  A flat primary made of .25" dia copper tubing with .25"
spacing with an inside diameter of 6.0" should tune with your system at about
10.25 turns.

Maybe you haven't got it in tune yet - or the transformer is weak - or there
is some problem with your capacitor?
