The thickest polyethylene you are going to find in any of the home building 
supply centers is about 6 mill, for thicker stuff you have to go to 
the plastics supply houses and you will pay a bundle! Frankly I don't know 
why you would want to use such thick sheets, for it is better in the long 
run to build several capacitors of higher capacitance from a few 
thicknesses of thinner polyethylene (put kraft paper in between each to 
wick up the mineral oil and exclude air bubbles) and connect them in 
series to get the voltage tolerance you need. That is how the commercial 
pulse capacitors are built.

For 6" and up PVC you have to go to the industrial plumbing supply houses
or better still find an industrial plumbing contrator and ask about their 
scraps, you may get what you need for free.

One of the cheapest and most overlooked sources for mineral oil is the 
veterinary supply houses, next up in price is machine shop supply houses
(they sell it for use as a cutting lubricant for lathes and milling 
machines) next up the price ladder is the petroleum suppliers (Exon, 
Gulf, ect) then the industrial chemical supply houses and the most 
expensive is from the pharmaceutical supply houses and the electrical 
suppliers ie. transformer oil.
