It sounds like your transformer isn't putting out full output, try 
mesasuring it's output if you can.

It depends on how much they expand. It is a good idea to tie the rolled 
capacitor while it is still tightly rolled, with either long nylon cable 
ties or nylon cordage.

Yep! the tighter capacitor will have a bit higher capacitance.
