Water is a wonderful dielectric... for very short periods of time. It is
often used for transmission lines in pulse-discharge work. But it ionizes
rather quickly, and stays that way for some time. You can't use it for RF
or DC work where it's constantly exposed to an ionizing potential.
The reason you can't find a dielectric strength for water is because it's not
constant, because it ionizes. Use boiled-out mineral oil or transformer
oil. Transformer oil isn't really all that expensive- you can get it in
5-gal cans for anywhere from $25 - $100.
