We did measure several systems from 200 KV through 1.5 MEV.  You are right.
 The ionized air above larger systems does produce longer sparks.  We used
a DC pulsed system to fire only one discharge every 5 seconds to obtain our
X-ray measurements.  As you guessed the sparks were much shorter -- only 36
inches but that was between two large 3 ft. dia. measuring spheres.  

Running on AC a typical oscillator producing a 9.5 ft. spark is achieving a
true 1 MEV output.  Our X-ray tube from an old Van de Graaff 3 MEV
accelerator would not take much more than 2 MEV so our measurements were
limited to under 1.5 MEV for safety of the borrowed tube.
