Adam,
I personally use the cheapest method known to man (I borrow it). That is, an
LC meter. I use one from work. However, if I were you, I would check out your
phone book and find some  businesses for used electronic equipment. Many of
these businesses have a warehouse of electrical gadgets including meters,
scopes, etc.. of every sort and you might just find an LC meter at a very
reasonable cost.
