Richard,
That should work, as long as the silicon does not release any
byproduct during it's cure which are conductive, or flammable. I'm
thinking of the acetic acid that "silicon seal" releases during it's
cure.
Also, by potting it, you will not be able to rework your cap. I've
built 4 rolled caps so far, and blown 3 of them. The first 2 that I
blew, I unrolled, cut out the blown end and rerolled.
