A xenon strobe?  Do you understand how camera flashes behave?  The strobe
only lights up for microseconds.  That's why strobes can "freeze" motion.
After the camera flash has "frozen" the tesla coil, if the shutter remains
open, the camera will see streetlights and TC sparks.  If the camera
should move, then the streetlights become long streaks with fuzzy dots all
along them.  As for the TC sparks...  it depends on whether they were
"hot" longlasting sparks, or smaller brief sparks.
