There are long answers and short answers to this one.
Any practical inductor actually has inductance and capacitance (it also has
resistance but we'll ignore that one). Inductance and capacitance together
make a tuned circuit, like that in the antenna tuning circuit in a radio, in
other words it will have a natural resonant frequency. In a classic Tesla
coil what we are trying to do is make the secondary frequency the same as
that of the primary circuit, in other words the secondary resonates at the
primary frequency, and the increase in voltage is greatest when this
happens.
As to formulae for calculating frequencies they are available from several
sites. In addition there are programs that do all the work for you, they are
also available from various places, including my own site -at-
