Put the gap across the neon. When the gap fires (shorts) it helps to
protect the neon from damage. See:

Copper tubing is best but if the coax is free, it will work ok too.

There is not too much to worry about running outside. Obviously, wind and
rain are to be avoided as well as overhead power lines and underground
cables if you drive ground rods in. It may attract neighbors and kids that
need to be watched so they do not run up to the coil and try to hug it...
