Doorknob caps are NG for Tesla use. But if you will give the number of 0.004 
caps
you have, I'll try to answer your question.

Capacitors in parallel are all connected to the same voltage. Therefor, the 
maximum voltage is that of the lowest rated cap. Ct = C1 + C2 + C3.........

The voltage rating on a capacitor is for DC. Sometimes the AC rating is also 
given.
A 15 kV NST needs 15 kV x 1.414 = 21,100 + caps. Generally, just double the 
AC voltage
for a safety margin.
