Max,
Mylar has a dielectric strength of 3500-4500 kV / mil., but Mylar is lots of
things. You might check the DuPont page and check at http://www.matweb-dot-com
I have two layers of silicone rubber sheeting wrapped around the secondary of
my bipolar.
It has eliminated arc overs and allows for a much tighter coupling.
