I'd arrange a UFER type ground (i.e. make sure the reinforcing mesh is
electrically bonded) and use the entire pool as your ground. All you'd need
is a suitable connection point.
BTW, you might want to consider a platform that can be suspended over the
middle of the pool on which to operate your coil.
