Power factor correction is required only on LPF NST because of the design of
the transformer. HPF NST and pig transformers do not need PFC for Tesla
coils because of the design of the these transformers. The ballast used with
pig transformers is only to limit the current when the transformer is short
circuited by Tesla coil operation. The ballast adjustment automatically
reduces the Utility current without the use of capacitors.

No.  People often do not use them (in fact very few).  However, if you are
at the current limit of your electrical service, you may be able to get
much more power out of it still by correcting the power factor.  Darn close
to double in some cases!!
