Hi Dan,

	That's how they all are ;-))  The two terminals are 7500 volts each but
out of phase.  Add them together to get 15000 volts.  The centers are
grounded to the case of the transformer which is were the filter and such
ground to also.

Some small NSTs, like my ACTown 9/30, do not have a ground stud but rather
a little screw for a case ground.  Adding a nice 1/4 inch brass stud on the
case frame fixes that quick...  I think all dual terminal NSTs in the USA
have their secondary centers tied to the case so that ground stud really is
a center taped ground.
