    The use of the building frame as "an isolated RF Ground  separate from the
main building electrical ground"  depends on it being truly insulated from the
electrical ground. If the resistance between the frame, the electrical ground,
and earth is high then it is isolated.  The only way you can tell for sure is
to make measurements.  In short, the building frame has to be "insulated" from
everything else.  It would then be usable as a counterpoise.  You can get a
preliminary check by using an ohm meter.  Anticipate that the frame of the
building is connected to the electrical ground.  It would be well to check if
the frame is welded rather than riveted or bolted since any bad electrical
connections between the parts could do some strange things.
