Hi Charles,
the PVC plastic of the former would have more of an effect on the
distributed capacity as it has a dielectric constant. So the
self-resonant frequency (either modeled as a lumped LC circuit or as a
transmission line <g>) would alter according to the dielectric constant
of the coil form.
