I have 4 paralleled neons on the varaic. I was thinking that the varaic would only see about 15 to 17 amps, the rating of the combined 4 neons. But the variac with the 4 neons is pulling 30 to 50 amps running the coil. So many on this forum have explained this as the shunts no longer working in some situations. So I though if my shunts were taking a dump at some voltage as it appears then adding a ballast to the front end of the neons to limit them to there rating when the neon shunt quit working.
