Hi Chip,
When using a center tapped transformer you are using half of the 28V, so
you get 14V. This is because center tap is grounded.
When you rectify any center tap transformer this way you always get half
the volts of "all the way across" the transformer.
When using a non- center tapped, 12- 14V is needed, and you will get this
of course.
This AC transformer is also a key part for the Zero Crossover Detection
part of the circuit to control the " proper firing" time.
