That's DC input power for AM broadcast band, and there's a 3 meter
antenna limit. (47 CFR 15.219)
That's sort of an unusual (and old) one, for all the others, most of the
regulations put field strength limits on things.. there are a few EIRP
limits (level probing radars). For instance for FM broadcast band = 250
microvolts/meter at a distance of 3 meters using an averaging detector.

you can convert that back to radiated power:
S (watts/square meter) = E(Volts/meter)^2/377 -> (250E-6)^2/377 ->
1.6E-10 Watts/square meter.
Then, the surface area of a sphere is 4*pi*r^2, so a 3 meter sphere is
about 113 square meters. So the maximum radiated power is about 1.8E-8
watts..
And that's for "intentional radiator" which tesla coils are not (at
least not generally, Wardenclyffe would be an intentional radiator, and
impossible to legally operate)
