Not sure about cell phone cameras, but task cameras are building this feature in very effectively. My Sony RX-100 V will shoot very high frame rate video. I haven't tried it on lightning or sparks yet though.

We can do up to 17kFPS here at the lab. Is there anything in particular
you'd like to see? I know we've shot some high framerate video of our coils
