I found formula in Duane Bylunds book "Modern Tesla Coil Theory" which says that the Load impedance for a Class C amplifier is approx: R = V/2I. I think it may have something to do with it being Class C operation. And in a VTTC where we're using raw A/C... this may be why it needs to be R = V/4I. Something to do with the conduction angle maybe. Since the tube is not conducting steadily, it can tolerate more power to the plate without burning up.
