Once everything is grounded happily, a storage short is placed on the cap to keep it from charging back up again, as can happen with the right conditions.
I believe that high voltage cables are still be dangerous even when
switched off. The insulation which has been strained in use
returns to normal and in doing so can generate dangerous voltage.
Maybe the same can happen to caps, as you say in the right conditions.
