circuit. One good example is a radio shack strobe light, it charges to ~380
volts DC, then a trigger fires the Xenon tube, and the resulting arc voltage
drops to around 34 volts during the flash (ionization in the Xenon). If it
was truly a short, the arc voltage would go clear down to zero volts.
