See if there is a date on the unit. PCB were outlawed in 1979 (I think). If it's dated after that, you should be ok. To be sure, get one of these:

Only $15 and you will know for sure. Big danger from PCB oil is repeated exposure over a period of time, or worse, breathing smoke from burning PCB oil.

Many older dental X-Ray transformers were 70 KV @ 7-10 mA. Ive seen some that were 100 KV @ a few mA. These must be in oil to use them, otherwise you will burn them up. Find a suitable WATERPROOF electrical box, mount the xfmr, bring out the leeds using electrical grade RTV silicone ($$) that has no acetic acid. Install a 3/16 nipple in the top cover so that is not below the level of the oil. Buy or borrow a MITYVAC hand held vacuum pump. Connect the pump to the nipple & draw 25 - 30 inches of vacuum. Leave it for 24-48 hours. Check & maintain 25 - 30 inches of vacuum. You want to get rid of any air bubbles in the secondary winding.

If you're drawing arcs with these, you will need to current limit the primary. A 500 foot roll of #12 THHN from home depot or ebay works fine. Have fun & be safe.
