Meg, made up of a series string of HV Pulse-rated resistors such as 1W
Vishay VR68 resistors. These resistors are capable of handling HV pulses
of up to 10 kV, so a string of two in series for each stage should do
the trick. I found that Digikey has 220k 1W VR68's in stock for
small-quantity purchase at a reasonable price:
