Yes, I mirror 1oneocean's concerns. Sounds like you could have a capacitor issue. You may have to actually remove the cap(s) from the circuit and try charging it/them from a fairly high DC voltage source to see if it/they can take and hold a charge be simply shorting the lead terminals after initial charging from HV DC source to see if it gives a noticeable spark discharge. Like 1oneoceans says, a cap (especially high voltage rates ones) can show that its good on an LC meter but still fail in operation.
