Usually this translates neatly to text-formatting in the TCML mailer, but looks like the post in question has some strangely coded hyperlinks that didn't translate nicely. It's prominently in the posting policy. Unfortunate, but that's the way it is.
--Sometimes, I've noticed html encoded emails for moderation that are undecodable in the moderation application. If I can't figure it out, I send it back to the poster with a comment asking to resubmit as text.
