The real question this raises to my mind is why would you want to run a tesla coil without a secondary? Loneoceans mentions running a tesla coil without a secondary (but with a big piece of iron or metal pot filled with water instead) as part of the set-up for the phase lead adjustment on an advanced driver board for a DRSSTC. But that is a very specialised circumstance (and is not an end in itself).
