I assume you are referring to a GE 1.5kVA 14.4kV/120V potential transformer.
>From my experience, I've gotten about 4-5 feet from one of these using an ARSG and ballasted with a 500 foot spool of 12 AWG wire.
This ballasted current to about 240mA output at 14.4kV.
The 500 ft spool ballast, was an idea first implemented by Terry Blake and demonstrated at Ed Wingate's Teslathon back in 2004 I believe. Works great!
