If you have a wire straight to earth ie only a few feet long it is probably
OK. Mine is 20 foot long as it has to run to the edge of a large bitumen
parking area.
Without a counterpoise I get sparks jumping in all sorts of places like
primary to secondary, strike rail to primary and my protection gaps.
My briefcase coil has the chassis inside the case as counterpoise plus mains
earth, preferably with my voltage isolating transformer.
An earlier small tabletop coil had an aluminium sheet under it to reduce the
mains earth being an RF earth.

When I was busy with my dedicated HF ground, I simply measured the
resistance between this HF ground and the blue neutral wire in the nearest
wall socket. It measured somewhere between 50 and 200 kOhm, being a bit
dependant of the weather.
