Usually, the inside end of the winding would be connected to the lower voltage or ground end of the TC tank circuit to minimize voltage differences between the primary and secondary windings.

If you put the applied HV between the outermost, and say for argument, the midpoint of the primary, with the inner half of the windings unattached, you will induce a high voltage potential at the end of the inner winding roughly equal to the HV potential at the outer end of the winding, but with opposite polarity.

This could result in unwanted flashovers to the bottom of the secondary, and would be best avoided.
