Some educated guesses:
Looking at the relatively small size of the terminals, these were likely used for light to moderate pulsed power duty, perhaps for driving flash tubes. Marcon stopped using PCB's in their caps in 1972, so these are safe from that perspective. The SH designation means that they use metalized electrodes and they may use self-healing technology (the SH designation). There are numerous Japanese patents by Marcon dealing with various self-healing approaches near the time frame of manufacture. The higher internal resistance of metalized electrodes tends to limit the peak discharge current rating compared to foil electrodes. The dielectric system is likely Mylar, paper, or a composite, immersed in a dielectric fluid.

These caps should be good for low duty cycle energy discharge applications, such as pulse forming networks, laser flash tubes drivers, defibrillators, or pulsed magnetizers. They will likely perform poorly in high frequency applications. Even though their test voltage is significantly higher, I would not recommend using them above their rated voltage to prolong life.
