ACtually, it's not the dielectric that heals. The capacitor is made from lots of little capacitors in parallel with what is essentially a "fuse" in series with each cap. When the dielectric fails, the current causes the fuse to blow, removing the cap from the circuit.
Maybe 10 years ago on the list there was a discussion of this. There are some cool microphotos around of failed capacitors, etc.
