That is an excellent  performing coil you have built Jason, especially in
windy conditions where you lose the spark growth channel. For a toroid
height starting point, measure the minor diameter and multiply by 0.8 to get
a distance. Then place the bottom of the toroid's minor diameter that
distance above the last turn of the secondary.
Altering the toroid height should not affect tuning to any great degree. The
secondary / toroid resonant freq, may alter a small amount, but nothing
significant I would have thought.
What may have been happening is that when you raised the toroid you reduced
the shielding to the top of the secondary, allowing secondary breakout to
occur there. But by altering the primary you were in effect de-tuning the
coil. So breakout (from the top of the secondary) was being stopped or
reduced, only because the coil was not developing so much power.
Another way to proceed is with a  new toroid with a wider main diameter (and
again with correct height), this will also help stop all the primary strikes
you're getting. If you're just getting the one main streamer and the coil is
not breaking out until the variac has [say] 3/4 power dialled in, then you
most likely have the correct minor diameter already.
Have a look at the Green Monster's toroid and see how that throws the
streamers out.
What are you using SRSG or ARSG, and bps rate and power?
