Jim,  It looks like it would work with about 10 KV DC .   You could 
rectify the output of a neon sign transformer and have more than 
enough.   In the video it looks like he is using a CRT computer monitor 
as a voltage source.   It looks pretty cool.  Maybe I will try something 
like that.
