A few addenda to Skip's good piece, based on occasional encounters
reported here.  (....and cross checking the power company
literature.)

Some of us live where the water turns solid during some parts of the year.

Any connection to dirt which involves non liquid (frozen) water gets
iffy.  Not a worry where things stay warmish, however sustained
subfreezing weather can cause grounds to become insulated by
solid water.  Sometimes the water melts during coil operation,
sometimes not.  Where i grew up (Western CT)  water pipes
were 3-6 feet down to avoid freezing.  A shallower ground mesh
is iffy.

Also: not all dirt is created equal.  Power company engineers know
and track local soil characteristics.  (I'm guessing data is on line, but
I've no clue where....  Anybody?)
