Nope..
The field at which a fluorescent bulb lights up isn't well defined. It
depends strongly on the temperature of the bulb, for one thing (changes
the vapor pressure of the mercury inside)
Even something like a neon bulb doesn't have a well defined field at
which it starts to glow (what is "glow"... you have to define some
standard brightness at which)
In fact, that would make an excellent project too.. characterizing the
glow behavior (essentially, calibrating a bulb)
the real problem is that you have no idea whether glow = safe
There's a ton of literature on what "safe" is, with respect to electric
currents flowing through your body and with respect to electric and/or
magnetic fields. Start with ANSI/IEEE C95.1
