The simple answer: No - at least no, and still have a "Tesla Coil".

To achieve complete energy transfer within one-half cycle, the coefficient of coupling would need to be 1, and you would effectively have a transformer, not a Tesla Coil. Tesla-like dual resonant transformer circuits are sometimes used in certain high-energy pulsed power applications. These can transfer primary energy in 2 half-cycles, use a coupling coefficient of 0.6, and require using heroic insulation and field control techniques to prevent flashovers. Pulsed capacitor TC's typically use coupling in the range of 0.1 - 0.22 so that they can use simple air insulation.
