Hi John,

It's strongly recommended. If you use a floating TC primary circuit (which is the normal case for NST-powered coils), a secondary-to-primary strike will cause the entire TC primary circuit voltage to suddenly become elevated versus ground. If you don't provide a safer and easier path to ground through the center leg of your safety gap, an alternate path may be found through the insulation system of your HV transformer, destroying it.
