Definitely sounds like a failure of quenching..... When streamers stop it's
just power arcing, the gap is overheating. The break rate goes up
as power goes higher because the gaps are so hot, they're firing
at a lower and lower voltage, until it just power arcs, and doesn't
quench at all.
You might want to try Gary's sucker gap or vortex gap design if you want
to keep the single static gap design.

but once I get the variac
past a certain point, the SG goes so fast, it's almost producing a "hiss", but
when that happens, the streamers stop, and won't come
back until I back the variac off again.
