That's interesting, as I recall being able to actually feel
the corona "wind" in my face when standing within a few
feet of the bare end of the HV lead connected to the un-
loaded output of an x-ray transformer. Have also noticed
that this "wind" can percievably "blow" on an open flame.
Ah, there you go - an x-ray transformer would probably
make a great power supply for a lifter, albeit a bit on the
side of overkill ;^)

The principles of lifters are understood enough to use ion engines in space. Simply put, air is ionised and attracted from the corona electrode wire to the corona-less skirt. The mass movement of air under a lifter is enough to blow out a candle.
