Cole, 

If you're looking for the best best way to set a static spark gap, simply disconnect your capacitor and set the gap to barely arc-over with the transformer, alone. That way, you can be sure that the gap isn't forcing the transformer and capacitor to build to too high of a voltage prior to gap breakdown.
