It's OK to lay the counterpoise wires directly on the ground or floor.  Also, you don't have to use wire--poultry netting or other wire fencing works well.  For a cheap & quick ground plane, aluminum foil is hard to beat.

Just a quick safety note since you mentioned carpet.  Do your first run in low light and inspect the ends of the counterpoise conductors for corona.  It'd be a shame if you burned spots on the carpet.
