I would pass on the #19 wire and look for something a LOT thinner.
If you're using a 15/60, you could be looking at some potentially long
sparks, and you don't want the secondary dimensions to be limiting your
sparks. I would recommend a 6" diameter secondary, if only to permit a
length that doesn't limit your spark length.
Using the #19 wire will result in a lower-inductance secondary, which
requires a comparably lower-inductance primary. Low inductance primaries
cause higher primary currents and result in greater losses in the spark
gap.
My 15/60 coil uses #26 wire on a 6" secondary.
