Yes - that's the purpose of the halogen lamp dummy load - to determine the
optimum RSG phase setting without worrying about tuning, coupling, and
sparks hitting you.   The secondary doesn't factor into this.  Setting the
RSG phase without the primary capacitor in the circuit is pointless, as the
optimum phase will be dependent on the cap size and power variac setting.
