I've not got specific data, however i suggest,
 subject to comment:

 There is always an RF ground connection.

 May be designed in, may be accidental/incidental.
 Its always there.

 If accidental, may accidentally be
 good/bad/dangerous.

General parameters of good are:
 short
  deep
   multipoint.

Setting up a good ground 'indoors', for 'highish'
power, especially 'apartment indoors' is not doable,
basically.  Its sort of like trying to set up a good,
safe, rifle range 'indoors'.
