Thanks, I just realized how poorly I typed that. God knew as soon as I asked here, I'd find the answer 5 minutes later... But thank you anyway! And for anybody that might stumble to this page looking for answers, its a "capacitance meter".

Yes they do make meters that can read capacitance (typically in microfarads or picofarads... a farad is pretty big).

The wavetek 27XT used to be quite popular, and may still be.
